The Third Belt and Road Forum, to be held under the theme “High-quality Belt and Road Cooperation: Together for Common Development and Prosperity,” will bring together over four thousand delegates from more than 140 countries and nearly 30 international organizations. The President of Mongolia Khurelsukh Ukhnaa participated the forum and paid visit to People’s Republic of China.

President of the People’s Republic of China Xi Jinping, with his spouse Peng Liyuan, welcomed President of Mongolia Khurelsukh Ukhnaa in Beijing. Then, President Xi Jinping and his spouse Peng Liyuan took a commemorative photo with the heads of delegations.

As per schedule of the forum, President Khurelsukh delivered a keynote speech on “Co-Building a Green Silk Road to Promote Harmonious Coexistence between Humanity and Nature” at the Belt and Road Forum on October 18, 2023.

On the sidelines of the Forum, President of Mongolia Khurelsukh Ukhnaa met with President of the Russian Federation Vladimir Putin on October 17, 2023. President Khurelsukh emphasized the importance of reducing trade barriers and jointly implementing major development projects and programs in infrastructure and energy to deepen and enrich Mongolia-Russia Comprehensive Strategic Partnership relations.The two Heads of State agreed to resolve the issue of reducing export tariffs on agricultural products such as wool, cashmere, meat and meat products, and leather from Mongolia to Russia at the upcoming regular meeting of the Mongolia-Russia Intergovernmental Commission in Ulaanbaatar. The two Presidents exchanged views on ways to improve the efficiency of Ulaanbaatar Railway JSC, a symbol of Mongolian-Russian friendship, and potential areas of collaboration on the construction of Mongolia’s east-west vertical railways.

The two Heads of State concurred that joint celebration of the 85th anniversary of the victory of the Battle of the Khalkha River in 2024 would honor the memory of Mongolian and Russian soldiers and help the future generations learn about history. President Putin cordially accepted President Khurelsukh’s invitation to attend the historic anniversary. 

The Meeting also touched upon the importance of expanding cultural, educational, and humanitarian cooperation between the two countries and strengthening people-to-people ties.

            During the Third Belt and Road Forum, President of Mongolia Khurelsukh Ukhnaa met with President of the People’s Republic of China Xi Jinping at the Great Hall of the People on October 19, 2023. The two Heads of State discussed ways to expand the Mongolia-China Comprehensive Strategic Partnership and mutually beneficial cooperation in all areas. 

            The two sides reaffirmed that relations between Mongolia and the PRC are a priority of the foreign policies of the two countries. They also concurred that the relations and cooperation between the two countries have advanced based on mutual respect for each other’s independence, sovereignty, territorial integrity, and paths to development chosen by the two countries and their peoples, and on supporting each other on issues pertaining to fundamental interests and matters of importance for the two countries.

The President of Mongolia Khurelsukh Ukhnaa, and the President of the People’s Republic of China Xi Jinping agreed to work closely to: 

  • Maintain the frequency of high-level reciprocal visits between the two countries, 
  • Coordinate the implementation of development policies of the two countries, 
  • Increase the trade volume to USD 20 billion in the near future, 
  • Diversify the trade structure, 
  • Connect border ports, 
  • Strengthen the legal basis of relations and cooperation, 
  • Accelerate the progress of major infrastructure projects, 
  • Advance projects and programs to be implemented under Chinese grant aid in Mongolia, 
  • Alleviate traffic congestion in Ulaanbaatar city, 
  • Expand cooperation in environment, health, education, science, and innovation. 

The two Presidents noted that Mongolia and the PRC have been collaborating within the framework of the United Nations and other international organizations and expressed their commitment to elevating traditional mutually beneficial cooperation in the multilateral fora. 

During his Visit to the People’s Republic of China (PRC), the following documents were signed with the presence of the Heads of State of the two countries in the Great Hall of the People on October 19, 2023:

Memorandum of Understanding between the Ministry of Economy and Development of Mongolia and the National Development and Reform Commission (NDRC) of the People´s Republic of China on cooperation in Green and Low-Carbon Development Strategy;

Memorandum of Understanding between the Ministry of Economy and Development of Mongolia, the Ministry of Road and Transport Development of Mongolia, and the National Development and Reform Commission of the People´s Republic of China on the establishment of a working group on the cross-border railway of Shiveehuren-Sekhee Port;

Memorandum of Understanding between the Ministry of Economy and Development of Mongolia and the Ministry of Commerce of the People’s Republic of China on investment cooperation in the field of digital economy.
